The whole human race had come together at the Tower with one language, culture, government with the stated goal of uniting to "reach the stars"...Probably a metaphor for obtaining spiritual power. Perhaps they were getting in touch with the fallen angels who "left their first habitation" in genesis and spread their knowledge and evil over the whole earth rrequiring the cleasning of the earth by the flood.

Perhaps we car draw from this that the Lord understands that each of us as individuals, tribes and nations have opinions personal to each of us. Obviously in the case of the Tower of Babel the Lord did not want a common cause for all the tribes but wanted them to spread both their habitation and their cultural attibrutes in different locales.
